GTL with P&G V3 ForceFeedBack

Goldtop posted over at www.simracing.org.uk a tweak to the
ForceFeedBack values by using the P&G V3 values - with permission
of Team GTLW.

I been using the P&G3 ffb since it came out. lol. I also converted my main GTL install to P&G3 sounds.
